Senator Barrett moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 3174—A Bill to amend and reenact §8-19-17, §8-20-16, §16-1-4, §16-1-9a, §16-13-22a, §16-13A-24, and §22-26-8 of the Code of West Virginia, 1931, relating to water resources in the state; requiring municipalities and public service districts to apply through the West Virginia Infrastructure and Jobs Development Council for available funding; requiring municipalities and public serviced districts to extend service to potential customers who have paid required fees if a grant or grants are awarded to cover the fees for the service extension; requiring the Public Service Commission to review the business activities of “large quantity users” of water, determine the impact of activities, and make recommendations to political subdivisions impacted; providing for funding and reimbursement of application costs to potential customers; setting inspection limits for the Secretary of the Department of Health on inspections of certain water supply systems and backflow prevention assemblies; establishing monitoring requirements for “large quantity users” who extract underground water in counties featuring karst geology for the purposes of bottling and sale; and exempting existing businesses from monitoring requirements for “large quantity users” who extract underground water in counties featuring karst geology for the purposes of bottling and sale.
